Age verification & minors

The first gate every licensed operator must run

Age verification is the quietest cross-market consensus in our indexed corpus. Every jurisdiction requires ID verification before a player can fund an account or play for real money. The differences are in timing (pre-first-deposit vs. pre-first-withdrawal), method (document-only vs. data-source checks against population registers) and the age itself (18 in most markets; 21 in New Jersey and Pennsylvania for casino-style play in specific contexts). The strongest statutory teeth are in UK LCCP SRCP 3.2 and Germany\'s § 4(5) pre-verification rule.

The policy trend line

1

Pre-deposit verification is now the norm

The UK moved to pre-deposit ID verification under LCCP SRCP 3.2 in 2019. Germany's § 4 applies an equivalent rule via the cross-jurisdictional German identity infrastructure. Scandinavian markets use their national ID systems (MitID in Denmark, BankID-equivalent in Sweden) to make verification effectively frictionless. The US states use a mix of SSN lookup and documentary evidence under GLI-standard internal-control requirements.

2

Marketing-to-minors is a separate rule

Age verification at the gate is not the same as preventing marketing exposure to under-18s. Ontario Standard 2.03, New Jersey 13:69O-2.4, Pennsylvania § 807.2 and the UK CAP/BCAP framework all include explicit minors-appeal prohibitions on advertising content. The US formulation uses "primary appeal to minors"; the UK uses "strong appeal to under-18s" under CAP 16.3.13. These are content rules, not verification rules, but they sit in the same regulatory file folder in most rulebooks.

3

Ohio: age 21 gate verified before any deposit or wager

Ohio sets the minimum sports gaming age at 21 under ORC 3775.01, and OAC 3775-16-03 requires the proprietor to verify patron age and identity through a government-issued ID or Commission-approved multi-source authentication before the account can deposit or wager. Any verification discrepancy must be resolved before wagering is permitted.

What to watch

Open questions and imminent changes that will shift the cells above. Each item is traceable to a regulator publication or indexed statute.

  • The UK moved to age-verification pre-free-play in 2020, free-play demos now also require a verified account.
  • Scandinavian markets effectively achieve passive continuous verification via population-register integration; this is not the regulated model in most other markets.

Frequently asked

What is the minimum gambling age in each market?

The age of majority for iGaming varies by market and product. 18 is the rule in the UK, Germany, Sweden, Denmark, Spain, Malta, Ontario and Alberta. 21 applies for casino and iGaming in New Jersey and Pennsylvania; Michigan allows 21 for iGaming. Every US-state rulebook we index prohibits any person below the statutory age from registering, regardless of parental consent.

When must a player be age-verified?

Every indexed market requires verification before the first real-money deposit. The UK under LCCP SRCP 3.2 extended this to free-play in 2020. Germany and the Scandinavian markets leverage national ID infrastructure (e.g. MitID, BankID) for frictionless pre-deposit verification.
