    Consumer law references updated; ADR provider list removed

    References to the Consumer Protection from Unfair Trading Regulations 2008 are replaced with the Digital Markets, Competition and Consumers Act 2024 in Licence Condition 7.1.1(4) and SR Code 5.1.9(1). SR Code 6.1.1(b), which required operators to maintain a list of approved ADR providers, is removed together with its footnote references.

  2. Relevant-persons reporting threshold raised from 3% to 5%

    Condition 15.2.1 is amended to raise the reporting threshold for 'operator status' and 'relevant persons' from 3% to 5%. The provision is expanded to entities without share capital (excluding society lottery licensees) and clarifies that all relevant loans must be reported regardless of whether there is a written agreement.

    SR Code Provision 5.1.1 is rewritten with a clearer structure. The revised provision adds restrictions on wagering requirements and prohibits operators from mixing products within a single incentive.

  1. Semi-annual reminders for customers holding unprotected funds

    A new paragraph 3 is added to Licence Condition 4.2.1 requiring operators to remind customers every six months about the 'not protected' status of their funds, and to obtain an acknowledgement from the customer.

  2. Financial risk assessment: pilot analysis phase begins

    New SR Code Provision 3.4.7 introduces the analysis phase of the financial risk assessment pilot. Paragraph 6 of 3.4.6 is removed and its content re-enacted within 3.4.7 with extended data safeguards.

    New SR Code Provision 5.1.12 requires remote gambling operators to give customers granular control over marketing communications they receive from the operator.

  4. Mandatory research-prevention-treatment (RPT) funding provision removed

    Paragraph 2 of SR Code Provision 3.1.1, which required licensees to make an annual financial contribution to one or more RPT organisations on the Commission's approved list, is removed. Paragraph 1, which retains the general social-responsibility obligations, is unaffected.

  1. Personal Management Licence (PML) roles clarified and extended

    Operating Licence Code Provision 1.2.1 is amended to clarify which operator roles require a Personal Management Licence and to extend those requirements to additional functions.

    SR Code 3.4.4 introduces mandatory financial vulnerability checks by remote operators. SR Code 3.4.6 launches the financial risk assessment pilot. Test-purchasing exemptions for smaller operators are removed across AGCs, bingo, FECs and betting premises. The 'Think 21' age-verification approach is replaced with 'Think 25'. Obsolete provisions 3.2.4(5), 3.2.6(2) and the header text of 3.2.8 are removed.

  4. GAMSTOP extended to telephone/email betting; new customer-suicide reporting duty

    SR Code 3.5.5 is extended so that telephone and email betting businesses must participate in the GAMSTOP multi-operator self-exclusion scheme. New Licence Condition 15.2.2 requires operators to notify the Commission when a customer is known to have died by suicide.

    In-force dates for SR Code Provision 3.4.3 are updated so that the entire provision is now effective. The Commission publishes associated guidance on customer interaction for remote operators.

  1. Customer interaction: split between premises and remote provisions

    SR Code 3.4.1 is narrowed to premises-based gambling only. A new SR Code 3.4.3 is introduced for remote gambling. Most of 3.4.3 is effective from 12 September 2022, paragraph 10 from 12 February 2023, and paragraphs 1 to 3 are deferred. Guidance publication is deferred.

    New Licence Conditions 15.1.3 (reporting suspected offences) and 15.2.3 (casino reportable events) are added. Conditions 8.1.1 to 8.1.3 (display of licensed status), 13.1.1 to 13.1.2 (pool betting), 15.1.1 to 15.1.2 (offence reporting), 15.2.1 to 15.2.2 (event reporting) and 15.3.1 (regulatory returns) are amended. SR Codes 3.2.1, 3.2.3, 3.2.5 and 3.2.7 (child access), OLC 4.2.8 (betting integrity), SR 5.1.1 (rewards and bonuses) and SR 6.1.1 (complaints and disputes) are amended. Personal licence conditions section 3 is also amended.

  2. Lottery consumer information; key-equipment condition removed

    New Licence Condition 4.3.3 adds a consumer-information duty for lottery operators. Conditions 11.1.1.2, 11.1.1.5-6, 11.2.1.2 and 11.2.1.5-6 governing lottery managers are amended. Licence Condition 2.1.1 on key equipment is removed.
